This legislation reconciles the two versions of stormwater rules that have been put into place in the past year (one from the legislature and another from the EMC). It expands federal Phase 2 stormwater rules into counties and exurban areas. Under the new rules, developers would have to put stormwater controls in place in coastal areas where more then 12 percent of the land is covered by impervious surfaces.
